Baker Tilly has appointed Lee Kuan Teck as Director, IPO & Capital Markets Development, bringing more than 30 years of experience across financial services, investment banking, regulation and capital market development to the firm.
The appointment comes as Baker Tilly marks two decades of its Transaction Reporting practice, which it describes as the largest dedicated IPO reporting team of its kind in Malaysia. The move further strengthens the firm’s capabilities as it continues to support businesses preparing for public listings and the wider development of Malaysia’s capital markets.
Lee’s career includes almost a decade in investment banking and approximately 17 years at Bursa Malaysia, where he held several senior leadership positions covering listing regulation, IPO approvals and capital market development.
From Bursa Malaysia to Baker Tilly
Before joining Baker Tilly, Lee served as Executive Vice President, Listing Development, Securities Market at Bursa Malaysia. In that role, he led the IPO marketing function and spearheaded strategies to attract quality listings to the Malaysian capital market.
He worked closely with regulators, intermediaries, advisers and corporates, contributing to efforts to promote Bursa Malaysia as a preferred listing destination while supporting the development of a vibrant and sustainable capital market ecosystem.
Earlier in his career at Bursa Malaysia Regulation, Lee served as Head of Restructuring, where he oversaw the regularisation of financially distressed listed companies, including PN17 companies.
He also supervised IPO applications from companies seeking admission to the ACE and LEAP Markets. This experience has given him insight into both the regulatory requirements and commercial realities companies face when pursuing a public listing.
Expanding Baker Tilly’s IPO and Capital Markets Expertise
In his new role at Baker Tilly, Lee will focus on capital markets development and thought leadership, while broadening the firm’s market engagement and profile across Malaysia’s capital markets.
His responsibilities will include supporting Baker Tilly’s IPO thought leadership initiatives and speaking at IPO seminars, roadshows and client events. He will share practical insights on IPO readiness, listing requirements, regulatory expectations and market trends.
Lee will also work alongside the firm’s Transaction Reporting and corporate advisory teams on client engagements. His responsibilities will include contributing market intelligence on listing developments and investor sentiment, providing strategic input on pre-IPO readiness and restructuring matters, and sharing his capital markets perspective with internal teams.
Building on Two Decades of IPO Reporting
The appointment builds on Baker Tilly’s longstanding involvement in Malaysia’s IPO ecosystem.
The firm said its Transaction Reporting practice is led by two dedicated IPO reporting partners and a team of around 100 professionals, making it the largest IPO reporting team of its kind in Malaysia. The team has acted as Reporting Accountants on 39 IPOs since 2020.
Baker Tilly has also continued to invest in IPO education and market engagement. Its Roadmap to IPO initiative, launched a decade ago, has helped Malaysian businesses better understand the IPO process, listing requirements and the preparations needed to enter the public market.

According to Dato’ Lock, Lee’s appointment represents a natural extension of the firm’s existing capabilities, combining Baker Tilly’s IPO reporting expertise with Lee’s experience in investment banking, regulation and capital market development.

Lee said his career had allowed him to view the capital markets from different perspectives, including as an investment banker, regulator and market developer.
