Shopee, Southeast Asia’s leading e-commerce platform, has launched the RM50 Million Shopee Rai Lokal MSME Growth Package to accelerate the growth of Malaysian micro, small, and medium enterprises (MSMEs).
The initiative aligns with Budget 2026 and supports the government’s Buy Malaysian Products campaign. It combines financial relief, marketing support, and business training to help entrepreneurs thrive in today’s competitive digital economy.
Importantly, the package focuses on empowering MSMEs to enhance productivity and build digital resilience amid rising operational costs.

YB Datuk Armizan Mohd Ali, Minister of Domestic Trade and Cost of Living (KPDN), lauded Shopee’s commitment:

As Shopee marks its 10th year in Malaysia, Saovanee Chan-Somchit, Country Director of Shopee Malaysia, reaffirmed the platform’s long-term commitment to MSME empowerment.
“With this Shopee Rai Lokal growth package, we are strengthening our commitment to helping sellers build resilient businesses, access the right tools, and grow sustainably online. Key Features of the RM50 Million Rai Lokal MSME Growth Package
The Shopee Rai Lokal package provides MSMEs with end-to-end business support designed to remove entry barriers and enhance competitiveness.
1. Fee Waivers and Financial Assistance
- Commission fee waivers of up to RM2,000 for new sellers.
- Platform support fee waivers for both new and existing MSMEs.
- A six-month trial of Shopee’s Fulfilled-by-Shopee (FBS) service, offering free storage, same-day or next-day delivery, and a 30-day return-to-seller fee waiver.
- Free enrolment in the Shopee Cashback Programme (SCP) for 120 days to increase store visibility and repeat purchases.
2. Marketing and Visibility Tools
- RM60 in ad credits for new sellers to enhance store visibility.
- Access to GMV Max with a Return on Ad Spend (ROAS) Protection Programme, providing ad credit reimbursements if sellers do not meet their performance targets.
3. Training and Mentorship for Long-Term Growth
- ShopeeXpert Community for peer mentorship and expert-led guidance.
- Shopee University webinars covering storefront optimisation, digital marketing, and cross-border expansion.
Complementary Programmes to Accelerate MSME Success
Beyond the RM50 million package, Shopee continues to support MSMEs through complementary initiatives:
- The Shopee International Platform (SIP) and Direct Programme help Malaysian sellers expand into Singapore, Thailand, and the Philippines via integrated logistics and payment systems.
- The SLoan for Sellers programme offers flexible working capital to help MSMEs invest in inventory, scale operations, and capture new growth opportunities.
These initiatives have already transformed the journeys of local entrepreneurs like Raymond Leong, founder of Hiasani, and Mansur Remely, a chili farmer turned e-commerce entrepreneur.
“Shopee simplified everything, from delivery to ads and campaigns. Once I learned to present my products more effectively and optimize targeting, my sales grew by 40%,” said Raymond.
Mansur added, “The platform gave me the means to build a sustainable livelihood and reach customers far beyond my hometown.”
