Prime Minister Dato’ Seri Anwar Ibrahim officially tabled the 13th Malaysia Plan (RMK13) 2026–2030, themed “Redefining Development”. The plan sets out to improve people’s well-being and restructure Malaysia’s economy for long-term growth.
Building on the Ekonomi MADANI framework launched two years ago, RMK13 introduces a roadmap anchored on three pillars: Strengthening Governance, Raising the Ceiling, and Raising the Floor. These pillars guide nine strategic focus areas that aim to raise living standards, build national resilience, and establish Malaysia as a regional economic leader.

Strengthening Governance
The government will transform public services into a system that is transparent, efficient, and people-first. This shift aims to create an administration that responds quickly and earns lasting trust.
Raising the Ceiling
Malaysia plans to become an AI-driven, sustainable digital hub that fosters innovation and promotes “Made by Malaysia” products. The strategy also targets growth in high-value industries to diversify the economy further. At the same time, the government will drive balanced development across rural and urban areas, ensuring that prosperity reaches Sabah, Sarawak, and smaller towns, not only major cities. Through these measures, Malaysia will strengthen its role in the global economy and advance its ambition to lead Southeast Asia.
Raising the Floor
To ease pressure on households, RMK13 introduces measures to lower the cost of living and increase disposable income. Education reforms and stronger social systems, rooted in Insan MADANI values, will nurture unity, inclusivity and patriotism in the next generation. The plan also commits to improving quality of life through a whole-of-nation approach. This strategy supports social mobility at every stage of life. Importantly, the government pledges to advance social justice and equal opportunity. It will roll out targeted initiatives for Bumiputera communities, Orang Asli, the natives of Sabah and Sarawak, and minority groups. In this way, RMK13 ensures that no Malaysian is left behind.
