GX Bank Berhad (GXBank) has partnered with the International Finance Corporation (IFC), a member of the World Bank Group focused on the private sector, in a landmark risk-sharing arrangement aimed at expanding financing access for Malaysia’s micro, small and medium enterprises (MSMEs).
Under the partnership, IFC will provide up to US$4.95 million in unfunded first-loss credit protection, supporting GXBank’s lending to businesses that are underserved or have limited access to traditional financing.
The facility is expected to support a target MSME loan portfolio of up to US$110 million.
By absorbing initial default risks on uncovered assets, the arrangement complements existing local guarantee frameworks and is designed to help GXBank extend credit to “thin-file” businesses that may lack traditional financial track records or physical collateral.
The partnership also marks the first time a Malaysian digital bank has received an IFC first-loss guarantee.
Technology-Led Lending for Underserved Businesses
The risk-sharing facility is intended to support GXBank’s technology-led approach to credit assessment, allowing the digital bank to reach businesses that may not meet conventional lending requirements.
GXBank said the partnership combines its proprietary digital underwriting capabilities with IFC’s first-loss credit protection and existing local guarantee schemes such as the Credit Guarantee Corporation Malaysia (CGC).
Kaushik Chowdhury, Chief Executive Officer of GXBank, said the partnership represents international recognition of the bank’s risk management capabilities and operational maturity.
“Micro-entrepreneurs form the foundation of Malaysia’s economy, yet traditional collateral requirements leave vast credit demand unmet.”
Chowdhury said the combination of technology-led underwriting, IFC’s first-loss protection and local guarantee schemes could allow GXBank to expand access to capital for underserved business owners while maintaining the resilience of its balance sheet.
He added that 15,000 MSMEs have opened digital accounts with GXBank, resulting in more than 5,000 loan drawdowns to date.
Improving Capital Efficiency
Beyond providing direct protection against credit losses, the partnership is also intended to improve GXBank’s capital efficiency under Bank Negara Malaysia (BNM) frameworks.
With IFC providing first-loss protection, the risk-weighted capital requirements associated with the supported loans can be reduced. This could free up balance sheet capacity for GXBank to extend more automated credit to underserved entrepreneurs.
The bank said the arrangement enables it to scale lending while continuing to manage the risks associated with expanding access to financing.
The backing of a AAA-rated multilateral institution also provides additional support for GXBank’s approach to risk management and compliance.
IFC Highlights Inclusive MSME Financing

The partnership reflects a wider effort to use digital financial services and alternative approaches to credit assessment to address financing gaps faced by smaller businesses.
Expanding GXBank’s MSME Financing Initiatives
The IFC partnership builds on GXBank’s existing initiatives aimed at improving access to financing for Malaysian MSMEs.
According to GXBank, MSMEs account for 97.4 per cent of Malaysian businesses, highlighting the scale of the potential financing gap facing the sector.
One of its recent initiatives has involved the Credit Guarantee Corporation Malaysia (CGC).
Since March, GXBank has approved RM27 million in CGC-guaranteed facilities. Following the positive trajectory, the maximum credit limit for expanding businesses was recently increased from RM150,000 to RM350,000.
The move provides eligible businesses with greater potential access to working capital and expansion financing.
Digital Onboarding for Micro Traders
GXBank has also completed a proof-of-concept (POC) with Finory, a Malaysian fintech startup and winner of GXBank’s TeXnovasi Accelerator Programme.
The POC examined the feasibility of automating the onboarding process for micro traders using business licences issued by local authorities.
The initiative reflects GXBank’s broader focus on using technology to simplify access to financial services and reduce barriers faced by smaller businesses.
With the IFC risk-sharing facility now supporting its lending strategy, GXBank aims to further expand technology-led MSME financing while improving access to capital for Malaysian businesses that may otherwise struggle to secure conventional credit.
