Java Kapital Group, the SME Association of Malaysia and the SEAMEO Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH) have formalised a strategic partnership aimed at strengthening vocational-technical education, workforce development and digital transformation for small and medium-sized enterprises (SMEs) across ASEAN.
The three parties signed a Memorandum of Understanding (MoU) on Malaysia Day, 16 September 2026, marking a new phase of cooperation between industry, the SME community and regional technical and vocational education and training (TVET) expertise.
The signing ceremony was represented by Dato’ Dr. Danny Mah, Executive Director of Java Kapital Group and National Deputy Secretary-General of the SME Association of Malaysia, together with Haji Norjemee Bin Jenek, Director of SEAMEO VOCTECH.
Focus on ASEAN TVET and SME Digital Transformation
Under the MoU, the partners will deepen cooperation in ASEAN vocational-technical education, workforce development and digital transformation for SMEs.
Java Kapital Group will contribute its technological expertise in areas including computing data centres, robotics, the low-altitude economy and artificial intelligence (AI). These technologies are expected to form part of broader efforts to equip workers and businesses with skills relevant to emerging industries.
Meanwhile, the SME Association of Malaysia will leverage its industry network to support SMEs and strengthen their access to relevant knowledge, skills and opportunities.
SEAMEO VOCTECH, which is headquartered in Brunei, will provide a professional platform drawing on its regional experience in TVET. Its council comprises senior education officials and representatives from SEAMEO member states, giving the organisation a regional perspective on vocational and technical education.
Developing Skills for Emerging Industries
The partnership will place a strong emphasis on developing skills that can support Southeast Asia’s evolving industrial and technological landscape.
Moving forward, the three parties will jointly develop skills-training curricula, industry seminars, e-learning programmes and industrial practical projects. These initiatives are intended to facilitate the exchange of technology and knowledge between education providers, industry and SMEs.
The partners will also identify viable project proposals and explore different financing mechanisms to support potential areas of cooperation.
The scope of the collaboration may subsequently be expanded to other areas mutually agreed upon by the three parties.
Preparing Talent for AI, Robotics and the Low-Altitude Economy
Speaking at the signing ceremony, Dato’ Dr. Danny Mah said computing infrastructure, robotics, the low-altitude economy and artificial intelligence represent core growth sectors for Southeast Asia’s economy and human capital.
He highlighted the importance of developing skilled talent for emerging industries while strengthening the digital capabilities of SMEs.
As businesses increasingly adopt new technologies, access to appropriate skills and technical expertise will be important in helping SMEs participate in emerging areas of the digital economy. The partnership therefore brings together technology capabilities, industry networks and regional TVET expertise to address both workforce development and business needs.
Strengthening Industry-Tvet Collaboration Across ASEAN
The MoU represents a collaboration between three complementary areas: corporate technology, SME industry networks and regional vocational education.
By connecting these capabilities, the partnership aims to bridge TVET systems with industry across ASEAN and create opportunities for greater technology and knowledge exchange.
Through skills training, practical industrial projects, e-learning and industry seminars, the partners will work towards developing talent equipped for emerging industries while supporting SMEs in their digital transformation journey.
The collaboration ultimately seeks to contribute to regional talent development and higher-quality digital transformation for small and medium-sized enterprises across Southeast Asia.
