The collaboration aims to empower Bumiputera MSMEs and mid-tier companies with greater access to capital market financing, stronger governance, and sustainable growth opportunities.

The Securities Commission Malaysia (SC) and TERAJU Bumiputera Corporation (TERAJU) have signed a Memorandum of Understanding (MoU) to expand access to capital market financing for Bumiputera micro, small, and medium enterprises (MSMEs) as well as mid-tier companies (MTCs).

The two-year partnership focuses on helping Bumiputera businesses raise funds through the capital market. It will also prepare them to meet investor expectations through better governance, financial discipline, and sustainability practices.

Building Pathways for Bumiputera Market Growth

This collaboration supports the SC’s ‘Catalysing MSME and MTC Access to the Capital Market: 5-Year Roadmap (2024–2028)’ (Roadmap), which targets RM40 billion in market-based fundraising by 2028. It also aligns with the 13th Malaysia Plan (RMK13), which aims to help SMEs scale and compete internationally.

“Bumiputera companies have significant potential to scale, and capital market financing can be the catalyst for their next phase of growth,” said Dato’ Mohammad Faiz Azmi, Chairman of the Securities Commission Malaysia. “Through this collaboration with TERAJU, we aim to build a stronger pipeline of investment-ready companies that can raise funds, expand their businesses and compete regionally,” he said.

Strengthening Financial Readiness and Leadership

TERAJU Chief Executive Officer Junady Nawawi highlighted that the collaboration represents a major step forward for Bumiputera economic empowerment.

“This collaboration opens up new pathways for Bumiputera companies to expand beyond traditional financing. By working together with the SC, we are preparing more Bumiputera enterprises to access capital market opportunities with stronger governance, sharper financial discipline, and the confidence to compete regionally and globally.”

The initiative will focus on capacity-building and leadership development through the creation of the Elevate–TERAJU cohort under the SC’s Elevate programme, managed by Capital Markets Malaysia (CMM).

The Elevate programme helps SMEs and MTCs improve business strategy, governance, and financial management to attract investors. Since its inception, five cohorts involving 78 companies have completed the programme successfully.

Empowering 20 Bumiputera Companies in the First Cohort

Under the new collaboration, 20 Bumiputera companies from the manufacturing, healthcare, engineering, and technology sectors have been selected for the inaugural Elevate–TERAJU cohort. These businesses will receive direct support and training to prepare for capital raising and future investment.

Furthermore, the partnership will explore new co-investment opportunities with private investors and promote sustainability disclosures through adoption of the SC’s Simplified ESG Disclosure Guide.

Driving Inclusive and Sustainable Economic Growth

The SC–TERAJU collaboration aims to build a resilient, inclusive and competitive Bumiputera business community ready to tap into Malaysia’s growing capital market ecosystem. By supporting market-based fundraising and improving governance standards, the initiative will help Bumiputera enterprises attract long-term investments while aligning with national economic priorities.

Both agencies reaffirmed their shared commitment to inclusive economic growth, financial literacy and sustainable business practices, ensuring more Bumiputera companies can thrive locally and regionally.
