Dr Subramaniam noted that many small and medium businesses did not have much expertise in managing human resources, compared to multinational corporations.
About 500 delegates from 22 countries such as Brunei, Australia, South Africa, the United Kingdom and the United States are taking part in the two-day congress.
On another development, Subramaniam was confident that the Indonesian maid issue would be resolved by next month.
"A meeting was held in Jakarta last week and both sides are still discussing several things," he added. -- BERNAMA
